Executive Summary

The proposed visa reform that was passed by the U.S. Senate on June 27, 2013– if ultimately enacted into law – could substantially alter the business models of India-centric IT services firms, and could also disrupt outsourcing contracts and the ability of service buyers to access IT talent.

Although the current visa-reform language is subject to change during the legislative process in the upcoming months as the House begins its process, it is sufficiently advanced to draw insight into potential implications. In addition, we believe it is valuable to educate market stakeholders so that they can watch the debate with greater insight and begin shaping how their organizations should prepare and respond. This report provides a comprehensive overview of the various provisions of the proposed bill and its impact on global services industry.

We will provide further analysis of developments in the coming weeks and months.
